DEFINITIONS

CULTURAL HERITAGE

According to the European Commission`s definitions, cultural heritage is present in several forms. Cultural heritage can be:

​

  • "tangible – for example buildings, monuments, artefacts, clothing, artwork, books, machines, historic towns, archaeological sites.

  • intangible – practices, representations, expressions, knowledge, skills - and the associated instruments, objects and cultural spaces - that people value. This includes language and oral traditions, performing arts, social practices and traditional craftsmanship.

  • natural – landscapes, flora and fauna.

  • digital – resources that were created in digital form (for example digital art or animation) or that have been digitalised as a way to preserve them (including text, images, video, records)."

NEETS

 

The term "NEETs" stands for young people not in empoyment, education or training.

​

A high number of NEETs is a major issue in all countries involved in PRO-YOUTH, with Italy having the highest percentage of NEETs in 2017 (29.5%), and Bulgaria, Croatia and Romania all standing at 21.4% (Eurostat, 2018). NEETs form a highly heterogenous group, with differing length of unemployment (short- or long-term) and level of marginalisation, and the category also includes people with disability and those with family duties (Eurofound, 2016).

All EU countries demonstrated their commitment to implementing the Youth Guarantee in 2013, an action plan that aims to ensure that young people under the age of 25 receive a quality offer of employment, continued education, apprenticeship or traineeship within four months of becoming unemployed or finishing their education.
